Home Health Orders for Nurse Practitioners under the Maryland Total Cost of Care (TCOC) Model

CR 11330 will enable all Medicare-enrolled nurse practitioners in Maryland to certify home health services for Medicare beneficiaries as part of the Maryland Total Cost of Care (TCOC) Model. This will apply to services that the nurse practitioners provide on and after January 1, 2020. Make sure your billing staffs are aware of these changes.

NPAM has partnered with the Maryland-National Capital Homecare Association (MNCHA) an organization with a seat with the Stakeholders Innovation Group (SIG) approval.

 Restrictions to the aforementioned waiver include the following:

  1. The Nurse Practitioner must practice in Maryland
  2. The Nurse Practitioner must be registered in PECOS
    • PECOS (Provider Enrollment and Chain/Ownership System) is the electronic portal through which physicians enroll in Medicare.
    • Search to determine if you have registered with the Centers for Medicare & Medicaid Services (CMS) PECOS program.
  3. The patient must reside in Maryland
  4. The patient must be a Medicare recipient
  5. The patient must meet all homecare requirements
  6. No other payers are included in this waiver at this time

MNCHA is working with CGS – the Medicare Intermediary to work towards a smooth claims submission process for home health agencies. More information on this topic will be released as progress is made.
